There is a cursor set with a blue arrow and an amber colored clock that is shown among the cursor sets shown on the Cursor XP page at Stardock.com : https://www.stardock.com/products/cursorxp/
Can somebody tell me which cursor set that one is?

That is the cursor for the Pix OS suite. You can purchase it from Pixtudio.com.

isn't the pixOS cursor free though?
