Port of Call removed from build queue

Looks similar to the old bug where they couldn't be selected, the ones I had in queue were removed as well. The only planet I have with tourism income now is the one with the Import/Export center - which was finished just around the time port of call disappeared. This is with Retribution, v3.5.

Port of Call is now one per player. So you had one built and can not build any others.
