Activation of Galactic Civilization II - Twilight of the Arnor

When I try to activate Galactic Civilization II - Twilight of the Arnor I get a message saying have reached maximum activations. Lately I have had major computer problems and my install of Galactic Civilization II has been affected and lost. Does it reset itself or am I not able to activate anymore?
