Fences doesn' start until I 'right-click' mouse

At bootup (Win 10 - 1803), my icons don't show up (nor Fences), until I right-click the mouse when my desktop appears to refresh and then start showing my icons and Fences.  I tried waiting a long time but it never started until the mouse right click. 

Perhaps someone experienced this?  Any ideas?
