Where is this setting to change the menu background color?

Making fast progress on my new Windows theme, having a lot of fun in fact!

But now I've reached a small roadblock. I've looked everywhere and still can't figure out how to change the white background color in some apps as shown in my screenshot. I want the bg color to match the dark grey of my window frame.

 

 

Is it possible for me to change that part of a window or is it defined by the programs themselves, making it impossible to reskin with WindowBlinds?

Those in the screenshot are defined by the program itself faulked and cannot be changed.

You can change the Control Panel list area on the left though in SkinStudio by changing the image in the Edit Explorer/IE Shell Parts, Edit Control Panel and Navigation parts area.

OK, you added another picture, but to help you with the last one I need to know what OS you are using, Windows 7, 8.1 or 10?

Well, that's a major disappointment. Doing a big overhaul of the UI isn't going to look right if half my windows don't match the frame color. Anyone know of a program that can override an application's color scheme? 

 

I'm using Windows 10.
