New PC; Fences almost works

I still have my old machine which works on a few things, including Fences. I've made screenshots of all the settings but now find I can't get at the screens. When I right click on my desktop, I get Microsoft's options but no "Configure Fences". When I access Fences from the start menu (I put a shortcut there), I get the "Welcome to Fences" screen but I can't find an option to make the configuration screen available.

I'm sure I'm missing something obvious but I could surely use a nudge in the right direction.
