Can you lock fences?

cant move an icon on the desktop without moving all the fences as well

As the title and subtitle say.

If I try to drag an icon around on my desktop (like try to drag 1 to a fence) it drags EVERYTHING. All the fences and icons on my desktop.

I've tried drawing a box around 2 icons and dragging them. I've tried left clicking on 1 icon to select it and then dragging it.

Why is there not a simple "Lock fence" checkbox?

The only fix I have found is setting the fence I want the icon in as "place all new icons in this fence by default" open windows explorer and move it to a different location.
