Fences Slow to load

I'm using Windows 10 Pro 64 bit with 16 GB of RAM and a fast SSD with plenty of space. Fences is very slow to load from a cold boot.  Otherwise everything works fine.

Is there a way to change the order or priority that Fences loads in a Windows boot?
