When trying to install Icon Packager I get a auto-protect from Norton blocking sddisplay.exe. Is it safe?
If you got IconPackager from the Stardock site, then yes, it's safe and that would be Norton's usual false positive.
Heuristics are a way to try to detect viruses by looking at behavior. It is prone to false positives, because it's not a real signature match - it's just a guess. It is designed as a defense against viruses that change their own code, which is a way viruses try to avoid detection by signature matches.
Since Stardock software does things in non-standard ways, which is how they make things like desktop skins possible, it is understandable their software could get accidentally marked.

Norton is famous for taking the easy way out and assuming anything not made by Norton must be evil and flags it as such.
