Icon packager does not seem to change the icons even though I have applied them

Icons then change to a default empty icon

I tried changing my icons for HDD to ROG themed Icons but I can't get any of them to work, I had one show once after a reboot but apart from that all the icons remain as an empty document default icon as supplied with Windows 10 and not one will change.

One of the main reasons I wanted object desktop and it doesn't work.

I am running Windows 10 Developers edition I believe

I have had problem's with Iconpackager for long time, and I'm sure others have also. But nothing gets done about it, so you just deal with it, and go on.
