Windows 10 build 16241.rs.prerelease.1000 (Fast Insider Build)

Needed this for a vmware workstation bug fix. 

There is an unknown dll crashing every 46 seconds if windowblinds 10.6.2 is running.

You can see it in process explorer. Taskmanager does not show the crash.

The performance hit is HUGE.

Neil, 

faulting dll appears to be thumbcache.dll

uninstalling windowsfx had no effect.

It is necessary to add in exceptions  windows blinds a file C:\windows\system32\dllhosts.exe

We do not provide official support for insider builds as they are very much beta (or alpha in some cases) and prone to change and their own quirks.

That said we have resolved an issue with dllhost for the next WB update which should address this problem.
