What counts as a social construction? For example geothermal. Is it factorys?

because i tried to put a factory on a +3 socail construction tile and it didn't gain any levels.

Deep Core Mine. It is not buildable in your Homeworld planet.

I think it something wrong because depp core mine boosts social and it says it helps production.

Factory boost "All Production" while Deep Core Mine only boost "Social Production". They are difference.
