I'm having the same problems.
Using Windows 10 Creators Update, Version 1703, Build 15063.138 (latest cumulative update)
When CursorFX is on, mouse scrolling and clicking does not work correctly in several apps and scenarios, including problems using Edge and Cortana.
What's interesting is that I've found:
- I can use "Ctrl+Shift+C" to temporarily disable CursorFX to get the broken things to temporarily work, then use the same keyboard combo to turn it back on
- Windows 10 Insider Fast Ring Build 16176 appears to not have any of the problems.

Thus, it seems likely, to me, that Microsoft must fix this issue.
I hope we can get that fix in the form of a Cumulative Update for Creator's Update Build 15063!

Windows 10 Insider (I triple boot between Release/Slow/Fast, but didn't spot this problem, because my wife uses CursorFX and I don't)
