Fences will not fully operate

I have had windows 10 for some time, preview builds, now I have 10 PRO. I have downloaded versions of fences, uninstalled and just about everything I can think of and the Fences will not work, wont even load, but the tab part will. Makes no sense, it was working in older builds, but for several months is does not work. there must be some setting that needs corrected, but I can't figure it out.
