How do i apply a folder background with windows blinds 10

from Stardock Forums

i have tried almost all. but the folder background just wont change. is it a option unavailable in windows blinds 10 or am i doing it wrong?

That is not an option on Windows 10.  Only on Windows 7 or 8/8.1
