Unresponsive and unselectable

I have a Win 10 system fully (up to date, firewalled, virus protected and malware resistant) using Fences 3 using the roll-up option 
I have two screens installed with the import fences and icons on one and misc fences and less important icons on the second screen.
- a total of 16 fences are in use, 10 on one screen and 6 on the other

Sometimes the icons with in a fence become unresponsive. They can not be selected, moved or deleted by selecting an icon.  In fact attempting to launch an application from the icon simply causes all the fences and icons to disappear - as if a blank section on the desktop was double clicked. Double clicking a blank part of the screen brings the fences and icons back .... as expected.

If I delete the fence they are in, keeping the icons, they remain on the desk top and they start working again.
If I create a new fence and move the icons back into that fence they sometimes start working but more often than not, still don't work.
Faulty icons always start working when moved out of a fence onto the the desktop.

If I take a desktop icon that was one of the ones that were faulty but had become functional again on moving to the desk top..... and then drag it into a different working fence, it often does not work again. However all the pre existing icons that are in that fence still do work. ie five icons work but one does not.

On the odd occasion I just shut down and go to sleep, hoping against all hope that tomorrow will be better - IT IS! Yippee!!.
However sometimes I need multiple sleeps and restarts before it all comes good.

I'll try some more creative things over the next week, However if somebody could throw some light on this problem I will be most pleased.
