Tabbed Dock - never hiding ??

First: sorry for my english.

It is possible (and how) that i see my tabbed dock every time??
Its hiding every time, and i can see only the Tabs, but not the bigger Program Field. (like the quicklaunch dock)

The only i can configure is de-hiding with mouse-over ... or klick on a tab.

It seems that the tabbed docks show only the tabs unless you mouse over.  The only two options that I see are whether the full list pops or grows with mouse-over.
