coordinated doesn't do what it says.

I selected coordinated under pragmatic ideology perk. Un der the description it says that the shipyards operates at 100% at twice the distance from the shipyard. I would ascertain that if 6 parsecs means there is no decay that once i select this it means that at 12 parsecs there is no decay. imagine my dissapointment when i seriously moved my shipyard only to find decay.
