How to disable right click creation of fences?

I want to disable both clicks being able to create a new fence. Yes, I realize that will stop me from creating new fences and I want it like that for a reason. Please don't ask why and just answer. Thanks.

Options are left, right or left and right.

There's no option for 'none'....;)

I won't ask you why.....however knowing that might just give the devs an appropriate reason for providing the option.
