No, that's not the problem.  A product will not show on 'My Downloads' until it is activated.  This, or you purchased under a different account.  Either way, this is the page that will tell you, definitively, what your key is and under what account:

Currently, we do not know why the config is not showing for you; if all of you are on the preview build of Windows, that's a clue.  

That said, with the link for getting your key above, use the below to try to activate with the command line:

If you have tickets, update (reply) to them with the results.  Also, a reply here would be helpful for the ones that do not have tickets.

Using Cmd line activation resolved my issues with Fences 3.01 on the Insider Preview. I am now using the latest 14352 build.

The command used in your esupport article needed a change in my case, from 

"C:\Program Files (x86)\Stardock\Fences3"\SASUpgrade.exe -prodId=2628 -prodName="Fences3" -company="Stardock" -ver="2.90" -email="USER@USER.COM" serial="PRODUCTKEYGOESHERE"

to 

"C:\Program Files (x86)\Stardock\Fences\SASUpgrade.exe" -prodId=2628 -prodName="Fences3" -company="Stardock" -ver="2.90" -email="USER@USER.COM" serial="PRODUCTKEYGOESHERE"

obviously with the email and product key added.

Installation path is C:\Program Files (x86)\Stardock\Fences\ and not C:\Program Files (x86)\Stardock\Fences3\

This solved it for me as well. Just FYI I was not on Windows 10 Preview builds, I was Windows 7 Pro.

I have this problem also on Windows Preview 14352 running inside of Parallels on my Mac. I just updated Fences also, with no change. And, I can no longer drag an icon into a Fence. Also seems to be a license issue. I have one.
