just bought deskscape 8 and it wont launch

I just bought deskscapes 8 about an hour ago, and i cant get it to do anything. it tries to start after install and freezes on the configuration screen.
I am running Windows 10 fully up to date, AMD 8 core cpu, 24 gigs of ram, AMD radeon GPU with all drivers up to date.
I have made sue to have the newest mega codec package installed, download a few dreams, installed deskscapes 8 v8.51 i agree, next etc
then the configuration screen opens, and it will no longer respond to anything. i have now uninstalled and installed about 6 times, rebooting each time, i have tried setting compatibility mode to windows 7 and run as admin. and i get the exact same thing. If I cant get any help, how do i get a refund for this since it wont work
