The AI no longer seems to upgrade its starbases, specifically its defense/offense
Is this moddable? If so what file?

Ok I think I found out how (not tested yet)
File: AIStarbaseGovernorDefs.xml
It looks like if I add (Module just as example)
<StarbaseModule>
<ModuleName>StarbaseDefenseSystem</ModuleName>
<DontRequestConstructor>true</DontRequestConstructor> ** not sure about this line
</StarbaseModule>
Under the starbase type section list, then the AI should get around to adding the module
