Icons disappear

I had been using V2.0 and many of my icons within multiple fences would disappear.  Sometimes on icon shortcut would be on top of another within the same fence. I would need to recreate the shortcut and drag it to the appropriate fence.

I upgraded to V2.13 and thought the problem went away.  Nope, I am still having the same problem.  Links are either disappearing or being placed on top of other links.

As a temporary fix, I create a new empty fence and drag and drop the links from the old fence to the new one.  When the old fence is empty, I delete it and then drag the new fence to the previous fences location.

Can anyone tell me what is going on?
