No Longer Works With Win7 64bit

Fences used to work with my Win7 64 bit machine, but I can no longer get it to work on either my desktop or my laptop. When I enable fences (which is the only way that I can create a snapshot of my icons), it will not let me move any icons on the screen to a new position (they are locked in place). When I disable fences, I can move my icons around wherever I want.

This used to not be a problem, but now is. I have downloaded and tried the latest version (2.13).,

Do you have any solutions for this problem?
