Spell cool down

It think used spells with a cool down should not automatically be available in a new battle without the cool down turns being reached.  Is this intended?

I assume that this is working as intended. 

I believe that the game engine / code had to be changed dramastically to take into account previous battles cool downs.

I do not really see a problem with this, as you between battles have time to rest. A battle is a continuous series of actions, while the time between battles is kind of a rest period even if the two battles are in the same game turn.
