Fences doesn't work

I recently purchased Fences 2, but previously had an ObjectDesktop subscription for several years and was using Fences through that.  Fences stopped working, so I assumed it was due to OD subscription expiring, so I purchased a stand-alone license.  Fences did not work and every time I ran the Fences settings app, it would say that Fences was not loaded.  I found a .bat file (FencesPurge) that I downloaded and ran, then reinstalled using the new download in my Stardock account, then rebooted.

Fences does not show in the context menu on the desktop.  When I run the Fences settings app, it shows "Fences does not appear to be loaded.  You may need to reinstall Fences", after which the Fences 2 configuration window does appear.  Enable Fences option is checked, but no fences appear on desktop.  Also, the "Configure Fences" menu option is not available in the desktop context menu.
