[0.71.1] Redundant or ambiguous tech descriptions (different than previously reported one)

As can be seen, the 'Unlocks' lists two exactly identical effect descriptions of the tech. I believe one may be intended for starbase shields, the other for starships, but the descriptions are very unclear on this.
