New files and icons appear at top right of screen and overlap

I recently installed fences and if fences is enabled any new icon (installed programs, copy / paste a file on the desktop) appears at the top right of the screen and they begin to overlap.  I've toggled all the settings in fences and nothing helps. 

I then disabled fences from the right click menu.  With it disabled, if I select a file on the desktop, copy, paste, it appears at the far left like it should.  But then if I enable fences those new files (and only those - all others stay put) move to the top right.  It also seems to take a long time to delete these files that are on the desktop.  Opening the right click menu also is delayed when fences is running.
