ModernMix apps dont completely close

So I am using the latest version of Modern mix and most of the time when I use the X to close the app it does not remove it from the taskbar. It still shows there as running, even after it has left the screen. Sometimes they do completely shutdown, but I am not sure what causes a program to close versus stay in the task bar.

Any help would be appreciated

Windows 8.1

2 monitors, HIS 290r7 video

Razer Synapse 2.0

Razer Mamba (legacy Driver)

This happens on Windows 8.1 even without ModernMix. I am not using MM and I get the same behavior.
