Fences Stops Arranging and Working

I seem to have an issue which I can only fix by restarting my computer. This issue seems to randomly occur and once it happens it requires a full reboot.

• Regular desktop items not within a fence stop auto arranging, I can place them anywhere I want when they should organize
• If I drag an item out of a fence to my desktop, the items disappears and I can only find it using windows explorer
• If a fence has a scroll bar, it stops functioning, it moves but the content doesn't scroll
• I cannot place items on my desktop into a fence

Please note, that it seems like mapped folders seem to work fine, it is just regular fences.

Any suggestions?
