Scroll within fence

Is it possible to have the icons within a fence scroll by using the wheel on a mouse as can be done with other windows when the cursor is within the fence? 

I have several fences and the layout is set up for use on my laptop when connected to a large external monitor.  when I am using the laptop without the monitor the icons rearrange to fit the smaller screen real estate (very cool) however that causes the icons within a fence to overflow and a scroll bar appears on the right side of the fence.  that is fine, but I must use the mouse pointer to move up and down the scroll bar.  I would like to use the wheel on the mouse to do that so that it is simpler to use.

I don't know how to help you, but I can tell you that if I move my mouse over a Fence that has a scroll bar on the right side, the wheel on my mouse scrolls the icons up and down. No clicking required. Therefore, it is possible, but I have no idea why it doesn't work for you.
