Creating a new fence moves and re-arranges icons next to the ones being added into a fence

How do I stop Fences from moving and / or re-arrange the icons next to the icons for which I am creating a new Fence?

It is extremely annoying when something moves or re-arranges the icons on me.

If you're moving a Fence, or creating one, any icons behind it will be moved out of the way. Perhaps the Fence you made is a few pixels over on those icons, they would then move out of the way to make room.
