Hlp Me fix tis BUG PLS~~~

Win 8.1 pro system open the latest skin studio like picture blow

as picture show,the red arrow thr still hv a little bit function ,but yellow highlight / another place didnt hv any scroll bar to scroll down,how i use the options?

So,how to fix it??

Does the issue exist if you apply a different theme or the Windows 8 default? This appears to be user error when editing the skin in skin studio.
