If say I had a little site , rather than posting my wallpapers there for download , is it against the rules to link it directly to where I have posted it in here. As well as putting a link on my site for the main site of wincustomize.com.?

Don't deep link it.
But you can link it to the specific page where your wallpaper can be downloaded. For example, a link like this: https://www.wincustomize.com/skins.asp?library=8&SkinID=4447

Oh and I agree with paxx. Have the link take the person to the wincusomize page, where once there, they will click download from wincustomize.
