No menu in Folder Portals

When I create a Folder Portal it acts like a regular fence.  There is no menu to change the view style to list or details.  I've created Folder Portals using every method in the creation instructions with no luck.  I'm using Windows 8.1 desktop.

I've found the problem.  For some reason I can't run some files properly on my fresh install of Windows 8.1 but it's only on my main user account.  Signing in under another user name resolves the issue.  Very weird.  I rebuilt my PC to resolve this issue about a month ago but it has reared its ugly head again.  I'll live with it.
