Fences activation question

I bought fences for my PC.  I am migrating over to a new Laptop as my old PC is going to be decommissoned. 

 

How do I legally unistall FENCES on it (I will not have the computer, our IT depertment will be recycling it) and reinstall it on my new laptop?

 

Also, is it possible to keep my settings as well.?

You'll want to uninstall, or have your IT department uninstall the Fences software. Then you should be able to install on your new laptop.
