Drag&Drop in Start menu not working

Hello,

after some registry clearance Drag&Drop feature stopped working. Pinned Start menu items are alphabetically ordered and althought I'm able to pick any item, after droping to requested position it rejects drop.

Any idea what's wrong? Thank you for your help
