[Related to Dead World DLC] Where are the garrison troops defined?

And is it an easy fix? I'm wondering how to change the Wraith defenders to Undead defenders, but I guess you would need to define them at all levels.

Yes this can be done. It's set in the relevant improvements by unit class. Not sure why they would use Wraith units....

The city defenders at least for vanilla are defined in the CoreUnits.xml.
