Activation Counter Reset

I made a ticket request detailing my issues yesterday, but knowing how busy support can get I figure I'd post here as well. To summarize, I recently did a fresh windows 7 OS install to complement adding a new SSD to my laptop . Reinstalled steam and then began redownloading my games. However, I am unable to register my copy of Galactic Civilizations 2 Ultimate Edition, for a time it gave me some "error 1" but now it's just giving me a clear cut "Maximum Activations Reached." Which is a bit perplexing as I can only remember installing the game maybe twice previously; but I digress.

 

Anyways, due to that I'd like to have my activation counter reset on Gal Civ 2 Ultimate Edition so that I may conquer the galaxy in light of Gal Civ 3's announcement.
