[1.3] [Minor bug] Fortress Lv3 blacks out at bottom screen edge

Basically as the title says.  If I scroll the main map so that the fortress tile of the city is straddling the bottom of the screen, I see the corner of a black square.  Scroll the main map back, it turns into a fortress again.

Nothing serious really, but I don't remember this happening in 1.2 at all.
