I just played this quest in a new game that I started, and instead of killing rats, I killed one spider, and of course, now have evidence of the rats I killed, not sure if this is intended.
Yes, it is intended. You needed to remove the rats from the ruin and you did, but really you killed the dangerous spider.
Sometimes there's no spider, and you can complete the quest with no combat.
Think of yourself as the old lady... there's actually a song about this... the spider swallowed the rat, but I forget who swallowed the spider.
The bird ate the spider
The cat ate the bird
The dog ate the cat
The cow ate the dog?
The horse ate teh cow?
Then she died or something like that
I think a person swallowed a fly
so she swallowed a spider to eat the fly
so she swallowed a bird to eat the spider to eat the fly
etc. etc. and you say why oh why did she swallow that fly.
Wow, the irony of your bringing this song up, I actually googled it, found it on youtube, and attempted to watch this the other night. Ah, the internet, what a cruel mistress.
Thanks I couldn't remember why on earth she swallowed the spider. 
Especiialy when it wiggled and jiggled and tickled inside her.
