Tutorial Bug: Can't build outpost on ore deposit

Hi guys,

I just started playing the tutorial in FE:LH. I can't seem to build an outpost with my pioneer. It am getting a "must be build on empty tile" notice. I sent my pioneer to the ore deposit in the east and clicked on "outpost".

This is probabaly a stupid question, but what am I doing wrong?

Probably because you are trying to build on the ore mine. You need to build the outpost within two squares of any resource you want to build on, but not on the resource itself.
