Icons on top of Icons, need to turn off auto arrange

New icons are added on top of existing icons even though I have enlarged the fences and have sort fence by none. I am on Windows 8 Pro. Please add me to the list of users who would like to be able to turn off auto-arrange because this is VERY, VERY irritating.
