I think this is a bug...

Whenever I receive a message from  the AI to enter into a trade treaty, and if I accept, a road is built between the two capital cities.

However, whenever I seek out to make a trade treaty with another AI and they accept, no road is built.

What's the deal?

I think you've confused Economic and Trade Treaties. Economic Treaties create a trade route between the capitals, while Trade Treaties provide a direct income boost.
