[0.91 bug]Summoning spells cannot be cast on world map

For some reason, as Resoln, I can no longer cast summoning spells on the strategic map.  I select it in the spellbook, hit "cast spell", and the spellbook closes and nothing happens.

 

I have two free slots in my army, and I have enough mana to cast the spell.

I had that issue a few times in 0.90, such as Summon Wisp, but haven't seen it in 0.91.

If you could supply a saved game that exhibits the problems it would probably help the developers.
