Seems you can only download a few themes for "Purchased" Deskscapes and then they shut you down unless you buy a paid membership. I hope I can find downloads somewhere else.

The policy requiring either software or WinCustomize subscription to have continuing limitless skins downloads has been in place for years.
If you are using an old version of DeskScapes, now would be a good time to upgrade to DS 8. It has loads of new features and as a current customer, you would have downloading privileges again. If you have the newest version or your purchase was recent, are you logging in with the same info you made your purchase with?
Past customers (no purchases within a year) can download 500MB of items from WC. The best way to become current and gain access to the downloads again would be as Wizard1956 suggested, to upgrade to DeskScapes 8.
