could someone explain to me why when i blow 30 mana in the strategic layer to summon a shadow warg... it stays after a battle.. gaining xp.

whereas blowing 30 mana in the tactical layer to summon the same shadow warg.. it disappears after the battle (doesn't even appear in the battle report)

 

surely it should be more consistent.... ie.. tactical layer summons persist.

or lower cost if it doesn't persist?

Because they are different spells for different situations. The tactical summons can be spawned anywhere on the map instantly and some of them have spawn effects, it's a pretty useful tool in combat. You can also use the tactical summons when you have a full army, or you may just not want to pay the upkeep.
