Why isn't Object Dock Settings window Skinnable?

seems highly unusual 
I wouldn't mind so much but the close buttons active area doesn't line up with its own graphics, the top half of the close button lights up red so you can close it and the bottom half of the button gives you the spanner for changing the window size, making the active area very small and forcing you to hunt. same thing with the minimize button.
