Vasari Rebel Titan Ultimate Ability Question

I am completely blanking on the name of the VR titan because it's three in the morning. Anyways, I am curious about something. It's ultimate ability, Dissever, has one of two effects. If target is not affected by Nano Leech, it does 900/1350 damage. If target is affected by Nano Leech, it does an extra 30/40 damage per second. My question is, why would you ever want to chain nano then dissever? nano leech only lasts for 20 seconds assuming you time both perfectly, so you're getting 600/800 damage instead of 900/1350. I know we're not in the business of making an OP faction stronger, but this doesn't make sense. Am I missing something? I'm pretty sure the 900/1350 damage doesn't get applied if the target has nano leech because I've been using it to mess up an Advent fleet in my save game, and the engine/weapon cooldown for gravity pulse doesn't affect targets with nano leech instead they are disabled for however long. Let me know what incredibly obvious detail I'm missing, thanks!

Dissever does the 900/1350 damage regardless of whether the targets are hit by nano leech....the 30/40 damage per second is merely an added bonus if those targets are in fact hit by nano leech....

One can confirm this by looking at the game files...always be wary of in game descriptions, they are sometimes misleading or ambiguous.....

It NEEDS TO APPLY, otherwise it would be a useless ability, as that Titan is completely centered about the Nano Leech. And many times I saw the 900-1300 damage applied, and the after 30-40 damage per sec too.
