Cant launch game, keeps going into window mode with mouse stuck in upper left hand corner...

 

Running Windows 8.  Even if I modify the settings in the text file.  Game still shows up low resolution, mouse is stuck in corner.

 

Cant move mouse at all...

 

Suggestions?
